The common tendency is to rely on the lowest estimate, without delving too deeply into the specific items in the bill of quantities. This, generally, is a task that a prudent client should entrust to a technician, i.e., one who, knowing how a building is constructed and the problems that can arise from it, is able to give a fair value to each individual item of workmanship or supply and thus to the final estimate. The technician then makes his knowledge and experience available to his client throughout the process leading up to the construction of the planned building, making sure that the client’s interests are safeguarded vis-à-vis the various suppliers, the main one being the construction company itself. The knowledge of local construction companies for a technician is very important; it is essential to advise their clients in choosing companies with a solid economic situation, skilled labor and adequate means for the complexity of the work to be built. Especially for a private residential building, there is a tendency to give little importance to these factors, not knowing that today, even a private building, built in a workmanlike manner and in compliance with all regulations, requires a methodological and cognitive approach such as to exclude improvisers of the trade at any level. Just to cite a few examples:
In many areas of Italy, building structures must meet specific seismic regulations that impose certain construction standards (the lower lake is in seismic zone 3, Torri del Benaco has a seismicity grade of a higher level of 2).
What’s more, there are many plant requirements that must be adhered to in the construction of a new building or in renovations, with significant implications in terms of construction as well.
No less important is the choice of partners to whom to entrust the supply and installation of the systems. Although almost all construction companies, have companies that take care of the plant parts on their behalf, it is not wrong to turn to outside companies for quotes as well.
Today, the following can be added to the traditional electrical and plumbing systems: cooling system, air treatment, home automation control of devices rather than photovoltaic and solar panels, which are otherwise mandatory to ensure building efficiency standards in accordance with the law (see guide on “Project NZEB”).
After you have handed in all the necessary documents to obtain a Building Permit, you can proceed as follows:

- the appointed technician(s) shall be responsible for the preparation of a detailed executive design, including the facilities, and related metric calculations;

- technician and client choose at least three construction companies, and as many installation companies for the systems, to whom they hand over the executive plans and metric calculations in order to get quotes;

- once all the quotes have been collected, they are evaluated to correct any mismatches and thus obtain comparable quotes;

- if possible, have a direct discussion between principal and all stakeholders at this stage, perhaps even collecting any discount offers;

- Decide which bids are best, keeping in mind capacity, reliability, and economic proposal.
